I've been assuming I need to convert them first but maybe not.
Are there programs that will burn them to DVD in a single process?

you could burn them to dvd, but as flvs nothing would play the disc. an all in one like convertxtodvd will do it all for you and make it playable in a standalone.
why would be the question. most all flvs are very low quality suitable for net streaming, not for converting and viewing on a normal size tv.
