    Is it possible to enhance the video quality of "home-burned" DVDs? I have some video concerts that have been burned to DVD - I'm not sure of the source, probably VHS - of which the video quality ranges from low resolution (unclear, fuzzy images) to really poor (RF –type interferences). I currently have DvdReMakePro3 and ImgBurn. Do either of these two programs, or other software programs allow for such a thing?

    None of those two will enhance quality.
    This is usually done before converting to DVD on raw footage.
    If you have DVD only, you may try AviDemux (free), it has some filters you can use.
    There is also Avisynth, but it is a command line editor.

    You may find that the horse has already bolted. If you can get the original VHS tapes and capture them with less damage, then work on the video, then encode (carefully) for DVD, the results may be more pleasing. However restoration is a complex hobby and not a one-click process. It may take a combination of different filters and settings, a lot of trial and adjustment, and is made more difficult if you source is heavily compressed (e.g. DVD), as you may end up having to clean up the encoding as well as the original problems.

    You also have to weigh up just how much benefit is to be gained from the exercise, as every time you re-encode the video, you risk losing quality.
