    1. Cinema Craft Encoder (the best in my opinion)
    2. TMPGENC 4 Express (Slightly lower quality than CCE)
    3. ConvertxtoDVD (Easy and simply, quality close to TMPGENC)

    I've only used FAVC and was quite pleased with the result, so I won't venture an opinion for second and third place.

    I also like AVStoDVD (free, also with HCenc) as it makes it easy to alter the AVS script for some tweaks.
