I recorded a program off of TV with my LG dvd recorder and I am wanting to rip the footage off the dvd, edit it, and reburn it to dvd with the least loss of quality possible.
What would be the best software/file formats to do this?

Rip it with VOB2MPG, edit with VideoRedo, then author with your favourite authoring tool. There is no format conversion, so no re-encoding except for a few frames, potentially, at the edit points, so virtually no quality loss. So long as you avoid authoring with a stupid tool such as Nero, which will more than likely attempt to re-encode your video, you should be sweet. This is the method I use and have no problems.
