    certain part of video are censored(like blur or boxes). Is there a way to remove it ?
    Any sw can do this ?

    The reason that the answer is "no" is that once the information is gone, it is...gone. Software cannot restore information that is actually lost. The video images are not composed of layers that may be individually enabled or disabled at will.
