  1. Allow me to take a video clip, and a picture and combine them together. For example take some family photos and cut out the faces, and place the face on the people in the video clip

Yes, but not automatically. Compositing programs like After Effects or Combustion do this type of thing. WAX2 or ZS4 can also do it. You have to create a mask around the face from the photo, then superimpose that onto the video. You then have to manually track/rotate/scale frame by frame to make sure it stays in place over the video face. After Effects/Combustion have trackers which can simplify the motion, but not the rotation and scale. These are complex programs to learn, and the process is a time consuming one, but it can certainly be done.

The cheesy way Leno's people do it isn't that hard but they stick to 2d face stills for overlay. Set simple keyframes then define a spline path to best fit background motion.

I saw a simple consumer program somewhere but I forget the name.

Spline Interpolation Demo --- or how to define a motion tracking path.
    Hint: set many keyframes.

  4. Thanks for the replies, I'll take a look at one of those programs. The clips is only like 10 seconds so perhaps it won't be too hard

You can do this with Premiere (old or new) or full Vegas (back to v4). After Effects and Combustion are overkill.

Somebody came up with canned sequences where one could paste a cropped still of a face and have it autotrack the canned motion Leno style. I just can't remember where I saw it.
