I copied some VCDs with EZ CD creator, most of them are OK, but for some, windows can not read the forlder and file name, it just appear like a blank CD-R.
1) I can extract the tracks from these bad copies with IsoBuster or CD-R diagnostic, and save tracks as bin, tao, or raw files.
2) WinIso and Daemon can not open these extracted file, invalid formate.
4) VCDgear can not do raw2dat convertion, "could not locate MPEG stream".
What should I do to recover those dat file from the CD-R?

I'd use Isobuster to singularly extract the .dat tracks from the mpegav directory. Then once they're on your harddrive, use VCD Gear to convert the .dat's to Mpeg's

2) I tried to extract the track as video only, but got a meesage of "can not found mpeg frame".
3) Do I have to do these in the original CD-R drive, or any CD-ROM with be OK?

It sound like the copied VCD's didn't burn properly.
Copying a VCD to CD-r is very similar to copying and CDDA audio cd
to CD-r; usually not a good idea unless both drives are fast enough to keep up with each other. It's usually better to extract the contents of the VCD onto the harddrive, usually just the .dat files and just authore a VCD in Nero and just dragging the .dat files back onto the new VCD; Nero will have no problem recognizing the .dat files as valid MPEG files. One slight problem is that if you try to play the files in NERO, you won't hear any of the audio from the video file. The VCD will burn with no problems and when you play it on a standalone dvd player or cd/dvdrom drive the audio track will be present with no problems.
Don't copy a VCD directly to CD-r as in a CD-COPY method. There are a few VCD's out there that are authored with copy protection schemes. One scheme will not allow Windows explorer to view the contents of the disc [it will appear empty even if you view ALL files, the files are NOT hidden] and even if you use ISObuster the directory structure will appear with BIG RED crosses next to them, and when you try to extract the .dat files > ISObuster will only extract 96% of the file before it spits out some error at you. The only problem with 96% completed .dat files is that if you try to author them in a program like NERO, they will burn with no problem, but you will get no video when you try to play it on a standalone or a Cd/dvd rom drive.
Use ISObuster to extract the .dat files and author a VCD in NERO with the .dat files.
OR
Use VCDgear to extract the .mpg files directly from the CD without having to extract the .dat files to your drive first.
*note* if you already have the .dat files extracted onto your drive with ISObuster, it is NOT necessary to convert the .dat's to .mpg with VCDgear; it adds and unecessary setp [only do this if you plan to archive the .mpg files on your drive] , if you plan to just make a copy of the VCD then the .dat files by themselves will suffice.
