VHS is suppose to be 240 vertical resolution? so when I capture VHS at 480 resolution, what type of filter is virtualdub using to stretch the image? and which resize filter is best? bilinear? bicubic? or some other? thanks for any help

VHS consists of 480 discreet horizontal scanlines. You should capture at that (typically 720x480 or 352x480). Otherwize you'll only get half the vertical and temporal resolution. Unless you have special needs of course.
A further problem you will have is that the video will be interlaced. You must be careful when resizing interlaced video. You should avoid resizing vertically if at all possible.
When downsizing in VirtaulDub Lanczos3 is almost always best.
When upsizing Bicubic or Lanczos3 are best (nearly identical, bicubic is faster). -
Just to add, NTSC Video is 480 vertical lines. PAL/SECAM video is 576 Vertical Lines.
The Lanczos3 benefits on resizing, mostly shows when you do some shaperning on you source.
