I'm attempting to make a DVD menu background for a widescreen (16:9) DVD--what dimensions should the image be? The video says it's still 720x576...

But that'll stretch the image when it's put on a 16:9 DVD. The 720x576 video has a 16:9 DAR.
-
First prepare the bg image by cropping to actual 16:9 pixel ratio, then resize the result to 720x576 (if your authoring application doesn't do it internally). Then it will be correctly displayed at playback.
-
If encoding it for 16:9, the original "normal looking" pic might be 1024x576 or some similar ratio, resized to 720x576.

 Edit: Darn, too slow.
