60HZ Unrecordable?

Simple question, how is it humanly possible for anyone to capture 60hz in good quality and without 2 black lines running at the bottom of the screen because i have tried absolutely every card known to man from the ATI all in wonder series to Gamebridge to DVD Recorders to ADS Pyro and not one single device can fully capture specifically Xbox 360 gameplay at 60hz, maybe it's possible in the States but here in the UK nobody whatsoever has a clue how to do it so can anyone suggest any method not mentioned here besides capturing on a DV Camera?
