I'm using Win XP with an Athlon 900mhz and 256 megs. My MB is an ECS K7S5A (SIS chipset).
I'm capturing to a seperate 60gig HDD (NTFS).
NTSC.
My captures seem to be playing back at a lower framerate than 29.97. There is a slight strobing effect. It dosn't look like dropped frames because the effect is consistant. In other words, it dosn't appear to drop frames intermitently. It looks like it's playing back at 20 fps or so.
Any ideas?

ATI Tech support didn't help.
I'm wondering if the AIW Radeon only captures single fields (either odd or even)?
This would in effect give you 15 fps. If so, there would be no setting that could help.
Anyone notice this? -
Are you dropping frames while capturing ?
If it takes 120% of the CPU to encode a frame, you will see a consistent frame drop of about 20% that may look like a lower fps.
I'm using the latest official drivers from ATI (7189), and I never saw something like this. -
The latest driver on ATI's site for the Radeon AIW under XP is 6.13.3276.
Where did you find 7189?
And no, it's not drops because drops would be random.
