I was thinking about connecting my Sony DCR-HC42 Handycam to my Proscan VCR to dump my wedding video tape (as a large AVI -- I use NTFS file system) so I can process/edit it and author to DVD.
Is there a better way to get the footage into a digital format?
Not interested in buying expensive equipment to get the best possible quality but willing to give it to a professional place that can get this (just the capturing) done for a reasonable price if the results are better than what I can produce. Can anyone recommend such a service?

Look for a video oriented service bureau in the nearest large city. Call the better wedding videographers and ask for a recommendation. They may do it for you for a fee.
VHS is the worse case for transfer at high quality. There are hundreds of posts here about optimal techniques with consumer equipment.
