How do I make a Bin file with more than one MPG??.. Using VCDimager?
I can only get it to work if i only have one MPG file

At the bottom of the above linked article, I have a discussion on the pros and cons of each.
In summary though, if you are only making a simple multitrack VCD, I believe it is better to author it without PBC.

How can it be that VCDimager is the only program cable of making non PBC VideoCD's.
If Nero Burning Rom is compatible with VideoCD's why can I only make VCD's with PBC using this program.

You will have to ask the programmers in Ahead that question. Nero can make VCDs but it doesn't mean that it can make EVERY POSSIBLE FEATURE on a VCD.
Most VCD authoring programs, regardless of their complexity, will make VCD2.0 with a dummy PBC structure by default. It would not make any sense for Ahead to add an option to "disable PBC" as it would probably only confuse the masses. This is probably the only reason why it isn't an option in Nero.
VCDImager being open source and made with the hobbyist in mind, is much more flexible in what it can do.
As for your question on "What do you think is best -- a VCD with or without PBC", what are you asking in particular? If you are making a simple multitrack, I believe that a VCD sans PBC is better. If you want to make something with menus and user interactivity, this question is irrelevant as PBC is a necessity.
