An incorrect field order setting is causing jerky playback.
I know I can use Restream on a demuxed elementary stream to correct the MPEG-2 video to top field first. My question: is there a similar program that works on the VOB file, so I don't need to demux the elementary stream first?

Not that I am aware of. DVD Patcher can change pretty much everything else without demuxing, but doesn't do field order. Read my blog here.

I recently asked the author of DVD patcher to add it.
He promised to put it on the feature request list but the program isn't updated since 2003.

The author is still active so perhaps it helps if some more ppl post a request for it.
