I can't really see much of a difference when I turn on High Quality, Trelis Quant., Quarter Pixel, when encoding DVDs to 704x400 avis at 1600 kbps; and it takes a hell of a lot longer.
Are those options most useful when encoding to smaller resolutions or bitrates?

You may use the PSNR option to compare the quality of the encodings with options enabled/disabled. The "High quality" option has been discontinued in ffmpeg core and will be soon removed.
