Making MPEG 1 file

I have Pansonic DV cam. I capture through 1394 port and picure is good enough.
Please tell me which encoder is best suited to encode MPEG 1 PAL for VCD without mossaic block irrespective of price.

I have give output in VCD not DVD and I alredy try Cinema craft and TMPEGenc.

You won't get much better than that. The problem is VCD is very low bitrate, and home video, especially if shot with a handheld camera and the resulting camera shake, just eat up bitrate. What motion search precision are you using in Tmpgenc. If you are already using high or highest theres not much you can do, if not try them, see if it helps.
Also, try the 'soften block noise' setting, that might help too.
