Since I did away with my Hollywood Magic card, Whenever I play movies on my TV from the PC with anything other than the ATI DVD Player it shows up not full screen. It does that weird thing where the desktop is larger than the monitor and in order to see it all you have to scroll about. Is there some way to get WinDVD to understand that it is being outputted to a TV and go full screen? I MUCH prefer it's playback quality to ATI's native DVD player...help?

Did you try lowering your screen resolution? It will look messed up on your monitor, but will be ok on TV. Try 640 x480 or 800 x 600.

You can also try a program like tv tool. I use that for watching vcds and stuff like that on tv and I am very pleased with results.
