  1. I have some video files in the following format:

    IMAGE
    Width 352 pixels
    Height 240 pixels

    AUDIO
    Bitrate 56kbps
    Audio format MPEG Layer-3

    VIDEO
    Frame rate 14 frames/second
    Data rate 79kbps
    Video sampler rate 24 bit
    Video compression MS-MPEG4-V3

    I have two questions which method of making a vcd would produce the best quality.(read that it was ATI2VCD and Nero)although I a novice so i don't really know.
    Finally is it possible to convert/burn these file to dvd-r and which method would produce the best quality.

  2. Well, I suppose you have an AVI file (MPEG4 codec). The best quality MPEG video is produced by Cinema Craft Encoder, but TMpgEnc's nearly as good and about $2000 cheaper.
    Your MP3 sound should be converted to Wave first (for example with dBPowerAmp Music Converter / DMC) and then to MP2 using tooLame.
    It doesn't matter if you use Nero or EasyCDCreator or whatever, but: the slower you burn, the better the quality will be.
    To burn a DVD you have to use an authoring tool. The best I know is DVDMaestro, but it only runs under NT/2000/XP and there is no demo or trial version available.
    The REAL problem will be the framerate, because no (S)VCD/DVD will work with 14 fps. You can try using VirtualDub for this, but I guess your video will be too fast (or slow) in the end.
