burn 4 tracks, but view only 2

hi, i am new to burning VCDs
using Nero 4.0.9.1 version

i moved 4 mpeg files onto the VCD,
but i can view the first 2 tracks,
although the file directory on the CD-R shows 4 files.
anybody can help me ??
