I captured a video clip as mpeg2 svcd and the file is 55 MB, I am trying to convert it to a smaller format as possible to upload and share on my yahoo group. What is the preferred format to covert to without losing much of the file quality?

Try divx or xvid. You can use these codecs with virtualdub. To open mpeg2 files though you will need virtualdub mod
