I made a picture vcd with nero and now I have lost the original jpg images.
Is there any way to extract the images from the picture vcd and convert them back to jpg files?

As you said, the jpegs are gone so you can't extract them from the mpegs. What you can do though is capture stills from the movie manually using any screen cap program. First you should probably rip the mpeg to your hard drive using ISObuster, VCDEasy or which ever method you prefer.
I use a program called Thumbnailer which sort of automates the process of taking stills from movie files(and nearly any type of image for that matter). The program allows you to specify image size, format(jpg, gif, bimp) as well as the time increment. -
when i want a picture from a dvd, svcd, etc.. i just open it through powerdvd 4/xp and select the 'capture frame' option (its the little camera). i think by the default setting it just captures it to your clipboard, but you can select it to output to a folder. it captures to bmp though, but you can open the bmp and save it as a jpg with just about any photo viewing/editing program.
i actually did this with the movie 'kill bill, vol 1'.
