When converting a movie from Divx-Pro 5.1 with a frame size of 640-272 (letterbox) in PAL to VCD MPG, I can get part 1 to convert to the same frame size, but part 2 comes out to have a frame size of 352-240 ( in PAL) which is cropped & looks terrible on the TV.
I have tried frame rates of 29,970, 23,970 & 25,000, with the same result.
I am using VirtualDub & TMPGEnc.
This problem occures only rarely, but thus far I have not been able to overcome it in these instances.
I have been following the Divx to VCD MPEG All-In-One-Guide to the letter.
I know this must be a simple settings error, but after re-encoding this movie 3 times - I refuse to give-up.
I am not a newbee, but I feel like one.
    Can anyone clue me in?

What you mean by part1 and part2? does it bears on BATCH encode in Tmpgenc? if it does, then try make those parts separately, i mean manually.

I am splitting the file into 2 parts because I am burning them to CD-R disks, and each disk capacity is a maximum of 700 mg.
The result is that the movie is split into part 1 on one disk and part 2 on the second disk. I then can watch the movie on my DVD player that has VCD capability.

  4. the only thing that comes to mind right off is check to make sure you set TMPGEnc to full screen (preserve aspect ratio) for both clips you are encoding.
