I have about 20 Avi's(DIVX) that turn out to be about 1.5gigs.

How do I take all these and turn them into a DVD??

    Thank you

Read the guides on AVI/DivX to DVD conversion, then read up on DVD authoring. All to be found left under Convert and Author respectively.

It depends on what authoring app you use. One that handles mutiple titles is TMPGEnc DVD Author. Just encode each AVI to DVD compatible a/v files, then author with TMPGEnc DVD author, each set of a/v files as a new title.

I was thinking about doing that but what would be a good way to figure out the bitrates for each file?

    Thanx

A simple way would be to add up the total playing time of the AVIs you intend to put un the DVD, then use DVDRHelps very good bit rate calculator. If you're very ambitious, you could judge what AVIs contain most action, and give them a higher bit rate, and lower it for those with less action.
