I have an avi file with a non-standard framerate

how would i convert to an SVCD with out any audio sync issues?
the program i currently use is AVI2SVCD with TMPGenc as the encoder. i am in a PAL region but my DVD player can handle NTSC discs. I have been following the AVi to SVCD guide by Leebear.

Just encode to SVCD as NTSCfilm (mpeg-2, 23.976fps with 3:2 pulldown) and it should be fine.
