I have had problems converting a divx to VCD.
I finally managed it by encoding the sound and picture seperate and then multiplexing using BBmpeg.
It all plays fine, but when I use the seek bar on any PC software, the picture and sound freeze and although the timer for the film carries on, the film does not progress.
What has gone wrong?
Is there any type of fix for this?

Try this...
I had the same problem. But actually, the freeze actually is only the delay until your PC has finished calculating the picture data for the new position. It's like the PC has to go through all the data to display the data at the slider position.
After I upgraded to a stronger and faster PC (AMD1.4) it only takes a fraction of a second until the movie continues.
