I'm getting interlaced lines on my newly created MPG's. The DVD I used to make my MPG was a proggresive DVD. I use TMPGenc to encode. I set it so the source video is non-interlaced and for the 16:9 aspect ration. The field order shouldn't matter because it's a proggresive dvd. After I set the source video info. and let it encode, i get interlaced lines when someone turns there head or in high action spots. I'm making an SVCD. Why do I get interlaced lines? What am I doing wrong?

Your might be encoding enterlaced. MPEG-2 supports the interlace flag, and TMPGEnc turns in on by default.
Even though the source is progressive, all DVD's are interlaced. It may be hardcoded interlaced, or telecined.
Progressive DVDs are telecined, so you have to inverse telecine to get rid of the interlace lines. Usually by checking forced film in DVD2AVI.
Now you have a 23.976fps video, and encode it that way. Video only. Then use pulldown.exe to put the telecine flags, because NTSC standard 29.97fps. -
Progressive, interlace, deinterlace are some of the most basic yet complicated issues of video. Having a better understanding of them will help you a lot in the long run. I recommend that you read some guides on the matter. Here is a good start:
