TMPGEnc svcd or dvd template

Alright, i usually change my settings manually in TMPGEnc but i to see the dif. i loaded the wizard for SVCD film and then also DVD film (352x480 for both) all general settings the same except GOP etc. when i add the file to nero to burn under a SVCD, the svcd is fine...it says 750mb and it fits on the 700mb cd...although the dvd template file doesnt..it is a little over still.
something different here?

Fix it. dvd template loads w/Program VBR in tmpgenc although svcd uses SVCD VBR(last tab under settings).
I just de-multiplex it then re multiplex as SVCD VBR. But when i go back to DVD-r should i change to program vbr?
