Been celebrating the purchase ? <g>
When you're encoding for dvd, you can pretty much use just about any bitrate you want, as long as you don't go over the max bitrate for dvd. Keep the max rate less than 7.5Mbps and you should be fine. Mpeg GOP's can have peaks higher than the specified bitrate, which is why I'm advising to stay well under the theoretical limit of 9.8Mbps. (some authoring programs can be picky about what video files they will accept)
Yes, you can use mpeg 1 video as used for vcd. I calculated this one time for another person and think I came up with a figure of 7.3 hours for how much movie time you could put on a dvd-r if you used the standard vcd settings. (1.15Mbps video and 224Kbps audio) But, be aware that mpeg1 layer2 audio will not play on some dvd players made for the NTSC tv standard. If the player supports vcd, it should be ok.
Read up on mpeg2, dvd authoring and how dvd files work. There's lots of neat things you can do with a dvd-r disc.
