I was wondering if i could turn off either the CD-i application, or the compliant CD with Nero 5.5.2.4, and if so can i turn off both????

For a non-standard VCD (with a standard resolution), you MUST leave "Standard Compliant" ON to work. For CD-i, it's totally up to you. I never use it, since your destination is a DVD player most likely, not a CD-i machine.
For non-standard SVCD, however, I believe you must turn compliancy OFF, and possibly even make other changes to the directory structure. -
For a White Book compliant VCD, the CD-i application must be included. This is for VCD only and doesn't apply for SVCDs.
Of course, it is very unlikely to matter, and if you are making XVCDs, there is absolutely no point at all.
However, if you are trying to make a compliant VCD, adding the CD-i application is of no consequence to you at all, so I suggest that you include it in your VCD.
