Ok is there a way to burn a bin without a cue file? This is a movie (VCD) but there is no cue file for it. Or should I just go ahead and make a cue for it? Any help would be much appreciated.

You can burn bins by themselves with programs like Fireburner and DiscJuggler. I do it all the time...

you can convert the bin to iso, use winiso to do it.
HELL AINT A BAD PLACE TO BE -
Burning "BIN" files by themselves is not recommended. It will often work for multitrack only VCDs, but if the image also contains menus, etc., it will often not work properly.
If the cuesheet is missing, the best way to handle this is to REGENERATE it with GNU VCDImager Tools GUI: http://www.michaeltam.com/vcdimager_tools_gui.html
