I used Virtual Dub to convert the audio from mp3 to wav (I believe)...
then DVD2SVCD to encode with CCE...
then I burned the mpeg file with Nero...
Is it not possible to have those features? or did I miss a step? If so, what did I miss?

Its definitely possible but personally, I think Nero is a horrible SVCD authoring program. It had this specific bug in the past and it was supposed to be fixed in later releases. In any case you should really get rid of Nero, I have had serious compatibility problems with it in the past.
Give VCDEasy a try, its free and 10x better than Nero. -

I have VCDEasy...do you have any tips I can follow to make sure I author it so that I have that feature? -
I've printed out the VCDEasy how to guide...I see where I will be able to add Chapters...which I feel important for my movies...but where is it that I will be able to add the fast forward/reverse feature if I don't include chapters for the South Park episodes?

All you have to do is have PBC enabled, which should be set by default. If you want to verify its set then look on the options tab under the (S)VCD side bar item.
