I am looking for the software with which a certain MPEG1File confirms whether it is the right Hi-Resolution VCD file.
I want to check whether header information etc. is right using this software.

If you don't need a fast solution, try opening that file (MPEG1) with VirtualDub. Choose File/File Information...
Only for your information... We use the term "VCD" only to specify those files wich are compatible with VCD format [352x240(288) , 29.97 (25) fps, 1150 kbps vid, 224kbps audio...]. If your file isn't like that you don't have a VCD file.

The VideoCD form which I want to check is as follows.
NTSC:holizotal_size=704 Vertical_size=480 picture_rate=29.97Hz
PAL: holizotal_size=704 Vertical_size=576 picture_rate=25Hz
generally such form is called 'High Resolution Still Picture'
I think that he wants to check file-ization in which a certain VideoCD file met the standard of 'High Resolution Still Picuter'.
