hi, I download a movie the other night.. Now I know it is not high resolution, but I was wondering if there is any setting on Nero that I can adjust when I burn to VCD to "clear up" the picture any?

No, Nero would just "dirty" up your video instead of "cleaning up" it. I would recommend TMPGEnc as it can remove noise and etc.
