I'm using Sonic Foundry Video Factory 2 and MainConcept's Standard MPEG-2 Codec to create a file using the NTSC DVD template.
Here's what the template says:
Audio: 224 kbps, 48,000Hz, Layer 2
Video: 29.97 fps, 720x480
Use this setting to create an MPEG-2 file with an NTSC DVD-compliant video stream, and an MPEG layer 2 audio stream.
Once I have the file, I'm burning it to CD using Nero 5.5 and turning off standards compliance.
My goal is to play the CD in my JVC XV-S500K/XV.
When I first put the CD in, I noticed that it was not detecting the correct duration of the movie. It said the movie was 39 minutes long, when it is actually around 21.
The video seems to play at about half or quarter speed and the sound has squeaky beeps and chirps in it.
Is there a better way? Encode to DivX then go through tmpegnc? Is there a way I can repair the MPG file that I have?

You don't mention the video bitrate you used. I suspect your DVD player is not capable of playing non standard video bitrate on SVCD.

Wulf is correct, you have left out the single most important piece of info, your video bitrate.
Your player may not handle XSVCD, as there are no compatibility tables for this non-existent standard. Could be the Audio at 48, though most players will handle it.
Have you tried a making a standard SVCD? Tried any of the sample files? Does the original source play OK? What is the source? What is the original framerate? Check the DVD players compatibility chart? -
sorry - the codec i have doesn't seem to allow you to view or change that. That's why I left it out. That being the case, is there a way to use TMPEGNC to reprocess the movie if I record it in another format? If so, I'm more interested in render speed for the original - deadline like i said - if I can render an origan and then re-render in TMPEGNC, That'll suit me just fine.
I dug around looking for how to set up an XSVCD, but missed it, if someone would paste a link that puts me on the right path to creating a high quality XSVCD, I'd be much obliged.

I do not think you are adequately prepared for what you are attempting.
Do you see those "WHAT IS" links to the upper left? Read those. All of them.
Do you see those "HOW TO" links underneath those? Read those. All of them.
Do you see the "DVD COMPATIBILITY CHART" link? Use it.
I would be extremely surprised if there is an MPEG-2 encoder that does not prominently display the bitrate settings.
Re-encoding is a waste of time and loss of quality.
