Best software for Convert to VCD

Can someone tell me which is the best software to convert from any file to VCD where the picture is still good or maybe more good from the source.

From now i used TMPGENC and only use the standard VCD from it software maybe you have any templates for VCD which is more good than standard but it still can play in VCD Player.

Depending on source format, you have to use different tools, even if it comes down to TMPGEnc (or other encoder) in the end.
One thing is however Law: You will never get better quality than your source. You can throw how high bitrate and resolution you want at bad source material, and not improve it a bit.
To make the most of XVCD (and hoping that your DVD player will swallow it!) use high VBR and high motion search precision. But then, it's not VCD any more.
