    Using DVD Workshop 1.3, I've created a DVD with 2 menus and 5 video clips (2 on first menu, 3 on second). Here's the problem...

    After the first video plays on menu 1, it automatically begins playing the second clip without going back to the menu (it's actually the next video clip in the menu layout mode of DVDWS). Is there a way around this or is it a bug?

    Right click on your clip in DWS at the bottom of your screen. The resulting menu will have a choice called "After Play." Go there and click the "last menu" option rather than the "next title" option. That oughtta do it.
