I have encoded several MPEG files with TMPGEnc using the templates provided, but wondered if I could improve the Quality or generate smaller files using the TMPGEnc Bitrate options? Does anyone know where I might find this kind of information.

That probably all depends on what aspect of the video you're trying to improve. If the video is soft or blurred, try enabling the Sharpen Edge options. Same goes for Ghost Redux and Noise Redux.
Takes a lot of trial and error. You'll be hard-pressed for a real straight-to-the-point answer, I'd imagine. In all my tests, high bitrate alone has never done much to improve quality.
If overall quality is the name of the game, ditch Constant Bitrate and go with 2-pass VBR: smaller files and better quality (clearer, sharper, less noise, etc.). With the VBR, your most important setting is the average. For my VCDs, I set the average bitrate close to 2000, then the max and the min several hunder within my average. You'll find many recommended settings in the forums for VBR in TMPGEnc. -
I agree with markums2k's third paragraph completely.
However, I do not recommend using the TMPGEnc noise filters without good cause. And Edge enhancement is actually a noise enhancer and will multiply the dreadful edge enhancement found on too many DVD that actually don't need this kind of distortion. (Audiophiles went beyong the evil of equalizers at the end of the 70's, when will videophiles?)
