    i downloaded a PAL mpeg file that has a very good quality, is it possible just to burn it straight in nero as a ntsc vcd?

    PAL is 352x288 at 25fps.
    NTSC is 352x240 at 29.97fps. As you can see, the two standards differ a little. (I'm not into VCDs so don't flame me if these resolutions aren't correct.)
