I know that vbr is used with svcd (my standalone does not play them, though). What I am wondering is whether using vbr and setting the motion search to high will help with the quality of the video that comes from a very good source. Or will vbr even work with mpeg1 vcds? Is setting the motion search higher worth the extra (long, long) time (that I know is objective, but opinions are welcome). Thanks to all in advance.

VBR can certainly be used with MPEG1.
I use the 2 pass VBR for producing XVCD's and have achieved excellent results.
I have heard that it is not worth using the Highest setting as the High setting will produce results that are as good.
I always use the High setting and at 700 meg divx generally takes 3 and a half to 4 hours to convert (XP2100)
