I have searched the forums and found that some people are also having trouble converting this movie but I haven't found anybody that actually encoded this movie properly.
First the problem is that the divx movie runs find on the computer but after I encode it to mpeg, the audio sync goes out of place. The audio starts off find but then gradually becomes less in sync with the video. I extract the sound file using vdub and then encode using TMPGnc. Also, I have tried the audio gap fixed but it doesn't work. The audio gap only fixes the sound at the starting point of the mpeg. Gradually, the audio still becomes out of sync. Next, I have tried to encode the movie using a template that has the framerate set at 24 fps. The movie is originally at 24.032 fps but I could not use 24.032 fps in the template. This solution also did not work. The audio would still become out of sync as the movie played.
If anyone has successfully converted this movie into a VCD, could you post how you did it.

I should have said that the file came off a p2p file sharing program, not a web site.

Since no one answered my question, I guess that nobody encoded and burned the movie Exit Wounds successfully with no audio problems. I guess I will just watch the movie on the computer.
