Question about Menus

Ok im tryint to do this weird thing... preferably using nero but if not ill use something else

Ok, i want to make an intro mpeg, and then after that plays i want the menu screen to come up, is this possible and if so how.

So basicaly my goals is that to create something like the menus on the dvd, ive ripped the intro to the menu, now i want to create a still of the last frame on the menu, and make it play after the intro comes up
