I was wondering what exactly do you need to burn a DVD, hardware and software wise, if you can help that would be great.

If you have the money to buy the retail Pioneer DVR-A03 drive package and a free position on an IDE controller, you are in business. Works with Win98/ME or Windows 2000. Some online places are selling it for under USD700.
The package comes with PrimoDVD which is the burning software, and MyDVD which is the DVD-Video authoring software. European version of package substitutes VOB for PrimoDVD, which most people seem to complain about but Primo can be found for download off the net if you search hard enough.
For DVD-Video, all you have to add is software that can encode DVD compliant mpeg video and audio.
