Is it possible to use vcdimager (or any other console app) to create a vcd/svcd image with chapters?
I know that tools like vcdeasy can create an xml file that can then be used in vcdimager, but vcdeasy is a gui app. can the xml be created from a command line app?

You can write the XML descriptor file with a text editor and then use VCDXBUILD.
The text editor can be of the command line variety if you prefer...
