I just downloaded starwars episode 2..
but the whole file is 782mb
So it is possible to burn it into (s)vcd with a 700mb cd?
Can easy cd creator do that?
When i try with VCDEasy it says something like "approximate Cd size 792mb" and marks with red text.

S/VCDs burn the video tracks in MODE2 Form2 sectors. In essence, you can burn up to about a 796 MB MPEG track onto a standard 80min/700MB CD-R disc without overburning.
If you overburn, you can fit even more (1-2 minutes more).
Thus, to answer your original question, the answer is YES, and you can do it without even overburning an 80min/700MB CD.

VCDs and SVCDs must have the video tracks burnt in the appropriate sector size (i.e., Mode2 Form2).
VCDEasy (i.e., VCDImager / CDRDAO) can correctly make S/VCDs. Hence, it burns the correct sector size.
