the most accurate, but time consuming, method i've used for re-synching audio with video in an MPEG is:

    1. de-multiplex the audio and video streams into separate files
    2. load video stream into virtualdub
    3. load audio stream into sound forge (or some other sound editor)
    4. scroll to a particular frame in the video stream and note the time stamp (mms:ff)
    5. find the coinciding point in the audio stream and note the time stamp
    6. figure the time difference, edit the audio stream accordingly, and re-encode it or save it to the appropriate mpeg format
    7. multiplex the audio and video streams

this worked extremely well for me with a movie which lost/dropped about 2.1 seconds of audio in the middle of the movie and was out of synch for the rest of the movie. fortunately, it was during the playback of a song and there was no dialogue. when the song ended, i added 2.1 seconds of silence and the whole thing was in synch again.
