I have tried countless presets in Handbrake and wasted a lot of time but the converted video plays well on my laptop but not on my Smart TV Plex App.
Tried it with filters on/off, with constant frame rate and variable frame, with RF settings from 18-22 and with Avg. Bitrate of 1000,2000,8000,10000 but have the same issue of lag.
any advice would be appreciated.

Most TV media players and many standalone players are limited to Profile@Level High@4.2, basically Blu-ray compatible settings. You're way beyond that.

Start by setting the Encoder Profile and Encoder Level settings on the Video tab. But that may not take care of the frame rate problem. Your TV may not support 1080p at 50 fps. You may have to cut it down to 25 fps. Or reduce the resolution to 720p and encode at 50 fps.

Changed the "Encoder Level" to 4.0 and Profile to "High"
Then selected the Avg Bitrate (kbps) to 10000.
It is working seamlessly.
It brought down the file size from 3.7G to 1.57G and I cant even notice the difference in Quality.
No buffering and No stuttering. As my source was already "Progressive Scan", I turned off all the filters.
