hey all, i was just wondering if there was a way to
make interactive menus for vcds with diffrent chapters. such as making a
menu in macromedia flash that has diffrent selections that change effect
when you hover your mouse over it, like in real dvds?

im just using flash as a example of course. any
    thoughts/comments/solutions are welcome.. thanks!

start with vcdimager (look at the tools section) and if that is not enough for you, then go for unlead's products.
Don't expect DVD-Video menus with VCD, but DVD-Like menus.

What you are asking can be done with hotspots. These are CDI functions and are meant to be played on a CDI player but most software players recognize the commands. Hotspot commands can be designated using XML scripting and using vcdimager but I think that would be very difficult to do anything overly complicated.

Video Pack 4.0 and 5.0 allow for very elaborate hotspot authoring and these are the only programs that I know of that have this capability.

With hotspots you can have the menu button animate when your mouse is over it and you can click the buttons just like with a dvd.
