  1. What is CE video format and What is IT video format ??

    CE = "Consumer Electronics" (or "consumer entertainment") aka all home-use international video display standards. This includes DVD+Blu-ray, MPEG, SMPTE+ITU+IBU, DVB, etc. which have pretty much all agreed on a similar subset of dimensions, colorspaces & framerates (as well as connectors+protocols).
    IT = "Information Technology" just has to do with computer-related displays. There is a whole range of dimensions & framerates (usually colorspace is full 4:4:4 RGB) available here.

    Back in the '80s, the 2 were very far apart, with NO overlap. Since, they have gotten more and more similar to where there is a great deal of overlap, but they still aren't identical.

    If you had a video that was captured from someone doing a game or PPT presentation and the capture was saved at SVGA resolution (800 x 600 @ 60FPS), this could be considered a common IT video format, but it would NOT play as-is in ANY consumer video player ANYWHERE! The consumer devices may have computer chips embedded in them, but are (usually) much DUMBER than a regular PC/Mac is and so doesn't know how to handle clips which don't follow their standard(s).

    Think of CE these days as being a STRICT SUBSET of IT. And for most intents and purposes, you don't usually work with "IT video format". You just go straight to a CE format and stick with it.

    Seriously, you're making this harder than it needs to be...
