How to transmit HDMI signal over Cat6/Cat7?

I have Samsung 9 Series TV. Need to get HDMI signal from me PC on the first floor. The distance between TV and PC is 250 ft approx.
Also I have in-wall ethernet cable nearby the TV.
Found solutions for HDMI over CAT 6 from Atlona, and plan to buy:

transmitter:

This solution is also supports HDBaseT standart, means I wouldn't care about power, is it right?

the HDTX-IR can send signals up to 230ft

250 feet is pushing it....

I believe this TV has Ethernet, why not just stream the video you want to watch via this? And not even bother with the HDMI side of things.

Well, as I learned from Internet, I need any DLNA server, but server from Samsung is not stable, it craches often.
Thant's why I decided just transmit through HDMI.

As I understand, this Atlona transmitter and receiver is extender? Or you mean additional device for extend the length? In this case it is not good solution for me, because I try to reduce the number of devices and power plugs in my rooms

Well, in this case I need to buy additional device for media extender, I think it is more expensive then devices I found.
So as a solution, they recommend to check Octava solution:

There are several free DLNA servers. A Ceton Echo is much cheaper (~US$180) than any HDMI over ethernet option -- but requires Windows Media Center running on the PC.
