Do you mean sub-titles?or gag text/graphics like in old Batman TV show? The answer is YES to either one.
1. Put your background footage in Video 1a or 1b.
2. Create your text or graphic frames using the title creator built into Premiere or use a photo editor/paint program to create the text frames. 3. Put your text/title footage or image in video 2, change the duration to be as long as you want the text on screen for each image and key out the background from the text footage or images.
4. Render timeline to create a new video in the format you want.
